The Staten Island Ferry is one of the best ways to see New York from the water without paying a cent.  This free boat service embarks from Whitehall Terminal in Battery Park every 15 to 30 minutes, and the 25-minute ride across New York harbor provides views of the lower Manhattan skyline as well as the Statue of Liberty.
