City Hall the Restaurant on Biscayne Blvd. at 20th Street serves its own version of comfort food, sort of a comfort food nouvelle, like house meatloaf with chorizo-maple mac and cheese, crispy onions and natural gravy or shrimp and grits with tasso cream sauce. Zagat likes it for its honey-glazed chicken wings and location near the American Airlines Arena. Expect to wait if events at the arena or the nearby Arscht Center, but weekdays there's a $11.50 express lunch if you have to eat and run.
